The qualifying rounds start off with 137 masters from all around the world. Everyone is told the rules and are shown a list with four blocks of the competitors. The blocks each lead up to two finalists, who will compete in the real Tenka'ichi Budokai, where they will be watched by an audience. Kuririn is Number 93 and Goku is number 70. Goku starts off first, going against number 69. He has to face off against a giant guy with a huge mustache. Goku lunges at him and appears behind him. He goes to poke the guy to show him he's behind him, but the poke sends the guy right off the mat.

Next, Kuririn has to face off some tall, lanky guy from the temple where he left from to go to Kame Sen'nin's. The guy attack Kuririn, who vanishes. It turns out Kuririn jumped in the air and drop kicks the guy right in the stomach. The guy is sent right through the wall! Goku goes on to easily defeat numbers 71 and 75, putting him in the real Tenka'Ichi Budokai Qualifying Finals. It turns out Kuririn defeat numbers 91 and 78, also putting him in the Tenka'ichi Budokai Qualifying Finals.

Goku defeats his competitor by hurling him off the mat, entering him in the finals. As Kuririn goes on to fight number 97, Goku meets up with Yamcha, who looks totally different since the last time he was seen. He is also in the Tenka'ichi Budokai, and has been training for it (he now has short hair, because Bulma made him get his hair cut). After they get done talking, Kuririn wins the match with one kick, causing the giant lion-guy he's facing to say, "mercy." We learn Yamcha is also going to be in the finals, and Pu'ar, Oolong, and Bulma are outside with Kame Sen'nin too.

Goku and Kuririn race outside to meet Bulma and the others. He introduces Kuririn to everyone and tells them that he, Yamcha, and Kuririn made it into the finals. The 8 finalists are called back inside and Goku and Kuririn leave. Oolong turns to see Kame Sen'nin has dissapeared. The order the fights are set to occur is: Namu vs. Ran Fuan, Jackie Chun vs. Yamcha, Bacterian (a fat guy who's never taken a shower in his life) vs. Kuririn, and Goku vs. Kaiju Giran (a giant flying dinosaur).

Jackie Chun defeats Yamcha, Namu defeats Ran Fuan, Kuririn defeats Bacterian, and Goku defeats Giran. This leaves: Goku vs. Namu and Kuririn vs. Jackie Chun. First, the match between Kuririn and Jackie Chun begins. Kuririn is actually able to defend himself... a little... though Jackie Chun proves to be a formidable opponent, knocking Kuririn out with a double hand swipe to his back.

Next, Goku is up against Namu. Goku tries some new tricks against Namu, but falls to the ground in a daze after spinning around rapidly. Namu does a special attack to Goku's neck, which is assumed to be able to put Goku out for ten days. One second before the 10-count is finished, Goku gets up and Namu attempts his attack again, only for Goku to get out of the way and hit Namu out of bounds. This leaves the two finalists: Goku and Jackie Chun.

After the match between Goku and Namu has ended, Namu congratulates Goku. As Goku and Kuririn talk to Yamcha, Jackie Chun notices Namu is packing his stuff to leave. Namu tells Jackie that he can't afford to stay around any longer than he has to. Jackie Chun gives him an empty hoi-poi capsule, for him to fill with water. Jackie Chun reveals he's Muten-Roshi, and Namu starts to yell, but he tells Namu to be quiet so the others don't hear. Then, Kame Sen'nin goes on to explain that if one of them were to win against their own master, they might believe that they need nothing more to learn. However, if he disguises himself, they wouldn't know they were defeating their own master. If he were to beat them as Jackie Chun, then he can teach them more and make them the best fighters ever (as Kame Sen'nin). His wig has stayed on so well because super-glue is holding it on. Namu tells him he can't take the capsule because he doesn't have enough to afford the necessary amount of water he needs. Jackie Chun tells him that water is free where they are. He gets Namu to do him a favor by dressing up as Kame Sen'nin, to prove that "Jackie Chun isn't 'the invincible old master.' When Namu does this for him, he leaves happily and the match between Jackie Chun and Goku begins.

Early in the match, Goku jumps into the air and Jackie Chun kicks him away, landing safely on the platform as Goku goes soaring away, helpless. To Jackie's surprise, Goku comes flying back using his tail as a helicopter blade. Then they both charge up kamehamehas, firing at each other with two blasts. The kamehamehas collide, but neither is able to overtake each other.

Next, Goku and Jackie Chun perform several trick attacks on each other, with neither ever gaining the upper hand. Goku is sometimes able to replicate Jackie's move, only doing even better. But neither are still able to keep each other down for ten seconds. At last, Jackie Chun decides to use a special move that had only been used on Son Gohan, Goku's foster grandfather.

Jackie Chun performs the special attack and Goku is told he must call "mercy" or he will die. Goku almost says it, but he accidentally looks at the full moon, causing him to transform. Yamcha and Pu'ar go to cut off his tail again, just as they had done eariler in Dragonball, but Jackie decides he must do a full powered kamehameha on Goku. After he does so, the smoke clears and it looks as if Goku has been killed.

It turns out that Muten Roshi (Jackie Chun) blew up the moon. Goku doesn't remember a thing about when he transformed, even though everything around is smashed up and he's naked. Kuririn gives Goku his uniform to wear and the fight continues. Goku almost kicks Roshi out of bounds, but Roshi catches onto the side of the platform with his foot, causing him not to touch the ground. Goku and Roshi hit each other at the same time with all they've got, causing them to fall to the ground senseless.

Neither Goku nor Roshi are able to get up in the count to 10, but the rules say that there can't be a tie, so the first person to get up and smile, saying "I did so win," wins. Goku tries to do so, but passes out before he finishes the word 'win.' Roshi successfully gets up, smiles, and says it, causing him to be the winner. "Jackie Chun" leaves Kuririn and Goku and goes into the bushes, where he changes back into Muten Roshi. He comes out and tells Kuririn and Goku that he's proud of them, but there will always be a stronger opponent than them, so they must always train harder and harder.

Roshi announces that he will pay for a celebration dinner and brings along Yamcha, Bulma, Oolong, Pu'ar, Goku, and Kuririn. Unfortunately, all of his earned prize money has to be spent on the meal, since Goku eats so much.
