Final Match: Goku vs. Tenshinhan

Tenshinhan and Goku duke it out for a little while. Goku starts dissapears and starts moving quickly, but Tenshinhan spots him and begins beating him up. After using his Volleyball Play on Goku, Goku hops right back up from lying on the ground and tells Tenshinhan that he's going to switch from his tournament-level power to battle-level power.

Goku knocks Tenshinhan around and up into the air. He starts to use a kamehameha, but decides not to because he knows he'd be wasting his energy since Tenshinhan would just evade it.

Tenshinan and Goku fight a little while more. Tenshinhan decides to use his taiyo-ken attack. Goku blocks Tenshinhan afterward and slugs him in the stomach. It turns out Goku was not affected by the taiyou-ken because he quickly swiped Kame Sen'nin's sunglasses.

Tsuru Sen'nin has Chaozu use his psychic powers to repeatedly cause Goku to freeze long enough that Tenshinhan can land blows. When Goku goes down after one of Tenshinhan's blows, Tsuru Sen'nin orders Tenshinhan to kill Goku. Tenshinhan realizes what is going on and has Chaozu release Goku. Tenshinhan tells his master that he wants to win the tournament with his own power and that he no longer wants to become an assassin. Tsuru Sen'nin orders Chaozu to pin down Tenshinhan and Goku so that he can kill them both. When Chaozu doesn't follow his orders, Tsuru Sen'nin goes to attack Chaozu when Kame Sen'nin blasts him with a kamehameha, knocking him out of the tournament grounds.

Next, Tenshinhan uses his Shiyou-ken attack to sprout two extra arms. Goku moves his arms fast enough that it appears he has eight arms and counter-attacks Tenshinhan. Tenshinhan returns to normal and decides to use his kikouhou attack. He tells Goku that he will have to dodge it in order to live and levitates up into the sky.

Tenshinhan fires the kikouhou, leaving some energy in reserve so that he doesn't die from performing the attack. Goku dodges the attack and jumps above Tenshinhan. Goku uses a kamehameha to propel himself toward Tenshinhan and head-slams Tenshinhan in the chest, knocking him out. Goku uses what little energy he has left to make a tiny kamehameha that puts him slightly above Tenshinhan. Unfortunately, Goku lands on the ground first because he is forced to bounce off a van to avoid crashing into it. Tenshinhan is declared the winner of the Budokai.
